thLTE’s Phase I ESA reports are performed in general accordance with the requirements of ASTM Standard E1527-13. If requested, additional services such as limited asbestos sampling, lead-based paint screening and/or radon sampling can be performed as part of the Phase I ESA.


The scope of work for a Phase I consists of the following tasks as relevant and possible:

  • An on-site reconnaissance & inspection to evaluate current conditions at the site vicinity;
  • A review of federal, state and local environmental databases, including listings of known or suspected contaminated sites, known landfill locations, known leaking underground storage tank (LUST) locations, and operations regulated under federal or state hazardous waste regulations;
  • A review of available historical sources including but not limited to aerial photographs, building records, city directories, fire insurance maps and topographic maps;
  • A review of previous documented environmental site assessments and investigations performed at the subject property by others, if available;
  • A review of title documentation, if available, for evidence of environmental liens;
  • An interview with the subject property owner’s representative;
  • A description of the regional geologic and hydrogeologic setting for the site;
  • Preparation of a written report.

Issues that are evaluated with respect to the subject property consist of the following:

  • Storage, use & disposal of chemicals, hazardous materials, or hazardous waste at site;
  • Previous on-site activities;
  • Possible contamination resulting from off-site sources and nearby properties; and
  • Historical or current circumstances suggesting the site could be a source of contamination.
